I would follow your reporting manager's suggestion

Your reporting manager obviously knows the way it works. 

Simply copy everything 863211 stated in his previous post regarding obtaining your perm copy in a email to your attorny and tell him in a very clear tune that this is what he supposed to do for you in order to correct the situation, the mail room suggestion of his is not accountable.  And yes, you should cc this email to his partner of law firm so his work will be supervised for better quality.
