From your answer, it seems that he cannot get green card before his 18 years borthday. We can apply green card at March 2014. He is not going to receive the card in a month

So I am going to go with the first lawyer. Right? 
-Yes. He does not meet the requirements of  Child Citizenship Act to acquire his US citizenship automatically. So, he must apply for the green card first.
