回複：worry about the waiver

Theoretically you cann't get any visa except some short term B2 to get in US.
But if you apply a visa in Canada as a Canadian PR, chance is you will get your visa if you don't metion you have un-waivered J1 before in the application form. But that's treating, you will be deported and unadmittable in future.
Also, you will not get green card granted before a waiver or fulfillment your 2-year's obligation.

So, try to get a waiver. Could you share your reason why you can't or you think you can't get a waiver?
