公民身份，想把國內的侄子領養到美國讀書，可否先B1過來後再辦領養，如何辦理。謝謝了。

I don't suggest the child come to US before the adoption is completed and the child can get the green card immediately after the adoption is completed if the child is under 16 years old. you need to contact the Chinese adoption organization for their policy.
