請問： Consular Processing (CP) 占 EB 的名額嗎？

我到 http://immigrationroad.com/green-card-tracker.php 去查有多少EB在我前麵， 發現CP case 有很多，請問Consular Processing (CP) 占 EB 的名額嗎？
