姐姐的孩子已經辦完領養並和我們一起居住3年了，開始申請綠卡，材料寄到芝加哥一個月有通知打指模，等了快2個月後被告知案子轉到加州，等了快6個月收到的是一封：海閣公約，HAGUE Convention.真不知道這怎麽辦了？
- HAGUE Convention = “海牙公約”. If you are a US citizen when you adopted the child (from China), you need to follow the rule of HAGUE Convention because China is one of the HAGUE Conventions countries. USCIS changed the adopted child green card applicaton regulations a few years ago to follow this Convention. Thus, the US citizen to adopt a child from a HAGUE Convention contries becomes very complicated. I suggest you to hire an experienced lawyer to help you out. If you are not a US citizen, the adoption will be much simple.
