那麽怎麽理解6月份visa bulletin中的這句話：

NOTE:  For June, F2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 08DEC09.  F2A numbers SUBJECT to per-country limit are available to applicants chargeable to all countries。。。

黃色的那句話是什麽意思？好像大部分歐洲國家都是屬於“subject to per-country limit”的？是不是說不用等排期？
