I am Canadian citizen, I worked with H1B visa in 2006. After 2007, I worked with TN visa. Now I am looking for jobs, but the comapnies said they could only consider H1B after October. I am confused.

In my case, I do not need a new H1B quote,

-Correct if your previous H-1 was cap-subjected (worked in industrial company).

why they have to wait util October?

-They may not know the immigration law well.
