1. 我妻子是H4,如果讓她在3月底之前轉F1，對她來說會不會有什麽問題？（會不會應為OOS被拒）。

-No problem. She need to provide the copies of your H1 approval notice with I-94 and your recent 3 month paycheck stubs and her approval notice (if any) and the H4 I-94 for the F-1 application.  

 她轉F1需不需要境外激活？

-No.

2. 我如果要轉F2的話，是必須等我妻子的F1批準之後才能轉，

-Not need.

還是可以和她同時提交轉身份的申請？

-Yes.

3. 如果要境外激活H1b的話，必須會中國簽證嗎？還是可以在加拿大/墨西哥簽？

-Canada is OK if you do it before your current H1 I-94 expires, not sure in Mexico.

4.境外激活H1b有什麽風險嗎，會被拒簽嗎？（我還沒有提交I140）

-Don't think there will be a problem though it is not 100%.
