Master 申請OPT，但是PhD曾經申請過，是否一定要隱瞞PhD的OPT才可以？

-You can not 隱瞞PhD的OPT because USCIS has your record. You are not qualified for OPT anymore because you have used your PH.D OPT already. (Only can be Master OPT, then Ph.D OPT again, not vice versa).
