- It bases on how your Chinese institute handles your case. My case spent about 6 months after I sent the documents to my university.

During this period time, may I hold J1 visa to go back to China?

- Before your J1 waiver gets approved, i think you can. But I did not have this experience.

What is the approximate time (minimum to maximum) for processing J1 waive from the US Secretary Department?

- This took about 3 months of my case from the Chinese Embassy to USCIS (sent me I-612 form).

 

Will this be a good time to discuss H1 visa with my boss after I file waive to the US Secretary Department? If not, when should I bring the topic to my boss?

- Yes. Plan this as soon as you can. But when you submit I-129 for your H1-B, you need the waiver approver notice.
