I know my employer need to pay $1500 training fee. That $2000 is for companies with 50% or higher % foreign employees.  I think that attorney has wrong idea.

-If so, just argue it with the lawyer. Honestly, noramlly the laywer hired by a company is poor professionally because it is cheap and the company can save money..
