you may consider to hire an Immigration lawyer in the US, in such a way all the correspondence will be sent to your lawyer first, regardless you're in the US or not. I am not sure this method can legally prevent transferring your case to Beijing or reapplying in Beijing, at least my lawyer told me it works.
