Check www.sino-education.org for details, but usually the whole process will take more than 6 months. I don't think you can get F1 even you get I-20 without a waiver. If you get F1 by chance, you will still have trouble in future. The best way is: prolong your J1 (maximun for J1 could be 31/2 years) if you can and apply for a waiver.
