Question about Citizen application

Teacher 8 & P,

In Form N-400, there is a question below. Is the traffic ticket regarded as cited in the following question? My daughter involved a traffic accident 5 years ago and it was her fault (did not fully stop at lights.), nobody got hurt.  Thanks.

16. Have you ever been arrested, cited or detained by any law enforcement officer (including USCIS or former INS and military officers) for any reason?
