The new H1B was filed with received date of 6-06, 21 days after 5-15?  If so, the new H1B will be approved without I-94 and you will need to go to the consulate of your choice to get H1B visa stamp. USCIS officer can not approve your change of status when they are aware of the 21 days gap unless it's nunc pro tunc case.
