If i discuss it with my boss,  how should I persuade him to start it ASAP?  

-Tell him our Chinese GC application has to wait 5 to 10 years from the date green card application. So, you need him to help to file it as soon as possible so that your applicaition can be waiting in lines.

I haven't been working there long, a little more than half a year. My performance is fine. My boss is satisfied so far.
