-Any time is OK to file the I-130 and I-485. But had better file I-485 before her I-94 expiration reaches 180 days so that she can travel to China using Advanced Parole (回美證) before she gets the green card.
Second, I remember that Teacher 8 said that my mom could also apply 回美證 along with the GC application doc. Could you please tell me what is the application Form for 回美證?

-Yes, it is good enough. But you need to provide the 2010 tax return which you filed or will file before April 15, 2011, not the 2009 tax return. Also, the I-130 filing fee is $420 and the I-485 filing fee is $1070 including the Biometric fee.
