For visitors, SSN is only issued for tax purpose. Therefore, F1(has some restrictions right now), J1, J2(with EAD), H1, L1 and O1 are eligible for applying SSN. Others, NO unless they have filed I-485 and get EAD.
For driver license, in California, just go to SSN department in federal building and get a letter showing you are not eligible for a SSN, then bring it to DMV. It worked before, but don't know right now. Things are changing fast after 911. Damn those terrs.
