I am H-4 holder. I passed my road test in Sep. 2004, I just got my official driver license a week ago. I am also in CA. Just go to DMV and talk to them. In the DMV i went to, some one also think that I am not eligible for drive license. Some one just doesn't understand the rules. Good luck!
