by far, I still have 2 years H1b, so I am not qulified, only can do normal processing, right?
-Wrong! You can either use promium processing or regular processing for your I-140. But I do not see it is necessary for you to waste your money in your case to use premium processing for your I-140 because EB2/Eb3 takes a long time for PD to be current, and thus it does not matter whether the I-140 is approved sooner or later.
