Can we (one person) file J-1 and H1-B applications at the same time?

-Yes if you are in US physically. But why?

If yes, what important elements do we need to pay attention to?

-If your H1 is approved first and J1 is approved later, your final status will be J1, vice versa, your final status will be H1.
