PERM related question

1. My company normally will post jobs on Monster.com. Doe it mean we have to use this website to post our job for the PERM process?

2. If we don't use it but instead still able to use three or four alternatives (website, newspaper, or professional journals) to post the job, will that meet the requirement? In other words, by not using the Monster.com, does we have any related risks, i.e. being audited, or even being denied because of this?

3. When we get the resumes and found some qualified candidates (purely based on what's on the resume), what's the normal practice to eliminate the qualified candidates? I know most employers will do another step to phone interview the qualified candidates, what are the key questions the employer should ask to make sure the candidate DOES have the required experience and knowledge?

4. Can we start the recruiting process while we are waiting for the prevailing wage? Or do we have to wait till we get the PW to start the recruiting process? I am hoping we can do the two steps at the same time in order to save some time, since I don't have much H-1B left, but not sure if there's any specific requirement regarding this.
