I am applying for GC for my dad, and he is in China. We were told that his application had been sent to GuangZhou Embassy from NVC in November, and we haven't heard anything from GuangZhou Embassy yet.-You may need to be patient. The US Consulate will contact your father soon. 

Does my dad have to wait for his priority date to be current?

-No. Your father does not need priority date (or his PD is always current).

or as a parent of US citizen, his priority is current just as if he were in the US.
