My parents are over 70 years old and they do not intend to work in the U.S. I decided not to apply I-765 for them as they already have social security number and drivers license.

The lawyer suggested to apply for it regardless.- Does he charge fee to file it?

Any downside NOT to apply? --> noAbuse
