還是必須等到用USCIS的豁免信才行？
-J1 waiver processing is not related to USCIS and thus, you will not get the J1 waiver 豁免信 from USCIS, but from DOS.
= DOS will send a copy to USCIS. USCIS will send an approval notice of I-612 to the applicant. In the future, just copy the I-612 to USCIS to certify that you have waived J1/J2.
