H1B backlog for Non-profit?

My H1b (non-profit) has been filed (regular process) since mid of August, and today i was told by international office that it might take a half year to get approval due to the backlog. One of my colleague filed her H1b with premium process on 8/1 and hasn't heard anything yet. Was that normal?
