因為我上次H4延期辦的是NPT，但他們沒補上中間的gap，是不是算他們搞錯了？我是不是可以就此file the appeal?
-I do not think it was USCIS'fault. You requested NPT, but it does not mean USCIS has to approve it. However, you can talk to your lawyer to see whether you can explain this NPT in the response letter to the RFE.

Anyway, talk to your lawyer.
