I （A Green card holder） am thinking to adopt my niece who is a Chinese citizen and currently lives in China （a Hague Convention country） and is nearly 15 years old.
-The adoption procedure for a green card holder is different from that for a US citizen. Hague Convention Adoption applys to a US citizen, not to a green card holder or a alien with a non-immigration status. The only way a green card holder can bring an adopted child to live in the USA, is if they have been living with the child as their guardian for at least 2 years outside of the US.

Anyway, bring the adopted child to US with immigration visa is somewhat complicate and even some immigration lawyers feel confused, and thus you may need a professional lawyer to help you.
