Thank you so much for the info. Basically I don't think he can reopen the case.
-How can you conclude that? Can you give more details? Anyone can file the MTR. If he changed the job in the same/similar area, he will won the MTR even if the I-140 was withdrawn. if he can not handle the case, find a lawyer to help him.
