"new permanent resident welcome notice' means USCIS proves your application. "Card production ordered" means that USCIS has ordered a green card for you according to the approval notice. They are belong to different department of USCIS. I think there are case Review Department" and "Card Production Department".

In this case, you will receive "card production order" email soon for your case status.
