Simmilar to the h1 isa, the F1 visa is school specific because you get the visa based on the speciic I-20, but sometimes some of CBP officers may allow you to enter US if you have another school I-20, depending on whether you are lucky and it does not mean you are 100% sure you will allowed to enter U.S. in this case because it is decided by the CBP officer, not by the law.
