No. If date-of-issue is 3/29, one is allowed to leave US after 3

Instruction says that one cannot depart US before the AP is issued, but not AP is received.

So my understanding is: if the AP you receive on 5/29 has an issue date of 3/29, you are allowed to depart after 3/29, not after 5/29.

Am I wrong?
