Please help with form I-907

Dear Friends:

I am filling I-907 form for my I-140 Premium Processing Service. In this form “part I”,

You (the person submitting this request):
(1) Are the petitioner who is filing or has filed a petition eligible for Premium Processing.
(3) Are the applicant who is filing or has filed an application eligible for Premium Processing.

What is the difference between these two choices? Thanks.
