URGENT: Should spouse be added to I-140?

My hu*****and is preparing to file I-140 and the attorney asked for my information to file as dependent and said all dependent not born to US must be added to I-140 now. Currently I'm working with H1B visa. Now I'm confused. My understanding is spouse should be added when filing I-485. Is this a new policy that spouse needs to be added to I-140, not later to I-485? What difference it makes to add or not to add spouse to I-140?
