Asking the new employer to change my status from F to H - is it similar to filing for a new H1 in someway?

-Not need. Normally, your h1 will be approved with the I-94 because you have a valid status (F1) currently

The new employer seems to set their heart on transfer only. I am wondering if it is because changing from F to H may be risky and time consuming.
-They do not know the immigration law, so you may find a lawyer to convince them if necessary.
