You may try to find a job first before you plan to change your status to F1. As long as your I-94 does not expire, you are lawful present. You should have no ptoblem to do H1 transfer even if your status has several month gap. The worst, you still can go outside US to get an H1 visa to activate your h1 status if you can find a job sshortly.
