公民申請未成年的小孩入籍?
What exactly is this, and where?
If N600, there is no need for I-864.
If child was born abroad after you are a USC, (and I assume you have lived in US for years, you are the mother, or if you are the father, the child was born during marriage), the child can apply for US passport.
If child born when you are not yet a USC,or you are the USC step-father you have to apply using I-130 for child's immigrant visa first, and then he can enter US first with LPR.
