加移民需要的police certificate要在國內公證嗎？

CIC網站上說：
The original police certificate must be submitted along with the application
for permanent residence, and must be accompanied by an English or French
translation prepared by an accredited translator.

You can obtain a police certificate from the local Public Security Bureau

看起來是要派出所出具的原始證明，然後翻譯下。。。。可是我家人到派出所去辦理，
派出所的人說他們出具的證明國外不認的，必須用這個證明到公證處換一個公證書才行

到底是要派出所出的證明，還是公證處出的公證阿？有近期辦過知道的請指點下，萬分
