1. Does my current No-objection J1 waiver application conflict our I-485 approaval? I know J1 waiver goes to Department of States, and I-485 goes to USCIS. Anyone knows whether the two agencies share the same database? I do not want my J1 waiver application now affect our I-485.

Actually, J1 waiver goes to USCIS as well. DoS only issues recommendations to USCIS for no-objection letter cases. Usually USCIS follows the recommendation. So, if you file a no-objection J1 waiver, USCIS will know.


2. What should I do if Chinese consulate is not willing to file the no-objection waiver for me?

Go back China, stay for two more years. Actually, if USCIS found out, your H4 status will be in danger as well.
