If your parents are Chinese citizens having the Chinese passports with B1/B2 visa, then an onward ticket is necessary to show their scheduled departure from U.S.(to anywhere) . For those citizens of Visa Waiver countries like France, they need to show their scheduled departure is within 90 days.
