H4->F1? Urgent help, please

H1 will be laid off 11/30/2009.
Plan to have H4 apply for school and change to F1.
Both have MS degree. Never applied for Green Card before.

Questions:
1> Will I-20 from a community college work (takes 1 week)? Will I-20 from a University better (need 4 more weeks)?

2> Shall H1->F1 application be done in US, Canada or China?
