現在可以交I-864嗎？

父母移民（父母在中國）：請問我收到帳單付$70 fees for AOS (Affidavit of Support), 但沒有寄給我表格， 我在網上pay了已經，我是應該等NVC通知我再交表格還是現在就交表呢？請問現在是屬於“the NVC has contacted the applicant or petitioner to submit the applicant documents or the Affidavit of Support documents" 嗎？謝謝。
