Today, I received a letter from USCIS told me they approved my sister immigrant petition (I filed the I130 on Jan, 2003).
-It is very normal.

As I knew that it should take >12 years waiting time as many people told me.
-Your sister still needs to wait for a long time (several years) for the Priority Date to be current to get the interview in Guangzhou US Consulate for the immigration visa (green card).
