Pjiang老師,I-140 is denied. Please help.

I received an employment based I-140(RFE) request for evidence about ability to pay. The company failed to response timely. Now I want to reopen this I-140. What should I submit to USCIS? Here is my list.
1. I-290B
2. Company annual report 04-09
3. My W-2 and pay stubs from 04-09

Is there something I missed or I should be aware of? Please help. Thanks a lot.
