TN require immigrantion intent accessment
H1-B allowe to have dual intention
TN is easier and cheaper than H1-B which is with 6 years cap
If you do not apply green card, you can use TN.
after you want apply green card, you have to use H1-B.
After you green card application is failed, you cannot use TN anymore (normally) and you can only can use H1-B
