You don't need 人才交流中心 for this

Just go to your 原單位 and ask Human Resource people to
1. write "同意豁免" on the form and sign the name plus stamp their Gong1 Zhang1.
2. write a 公函 and stamp. (You better prepare a draft in disk and let them print out)

Don't worry, I just got this done recently. I am in similar situation as you.
