加拿大新移民申請H1B必須要有北美學曆嗎？

在VARS.COM上看到這段話：
“Consular officers (in Canada) may refuse to issue a visa to H-1B applicants if their education and /or work experience is solely or predominantly from a country other than the U.S. or Canada. ”
我隻有中國和歐洲的學曆，拿到了美國公司的offer, 是不是H1B沒希望了？
