Any visa# for EB3 before 10/2009?

Is it 100% sure that no visa# will be available for China EB3 before 10/2009?
My PD is 10/2003. Two years ago, when I asked that whether I should switch to EB2, most people thought there was no need. What about if I ask the same question now? Thanks!
