If the J1 has completed the two year home(China) residency requirement or obtained 212(e) waiver, the J1 and all his/her J2 dependents have met the requirement. J2 just need to show evidence that the J1 has fulfilled 212(e) or show the J1 waiver approval, or proof that J1 is deceased.
